Because I was born in San Francisco, I used to favor Anchor Steam beer. It's very heavy, and it's very bitter. I happen to like the taste, but it's not exactly "refreshing," because it's so heavy. And I have to confess that there may have been an element of "home team chauvinism" in my choice, given that it's a home town brew that dates back to the 1800s.
One day, my fave restaurant was out of Anchor Steam, and they suggested that I try Sierra Nevada Pale Ale. I have to say that it's really good: It has lots of flavor, but it's still a very refreshing beverage. It's somewhat bitter, and it has lots of malt flavor. But it's better-balanced than Anchor Steam.
Truly, though: There is no such thing as a "best beer." It all depends on two things, namely, 1-your own preferences as to the "style" of beer and 2-what you plan to be eating with the beer (some types of beers go better with certain foods than others).
Overall, though, I have to vote for Sierra Nevada Pale Ale: It's a good, all-around type of beer, and it goes well with most foods.

Perhaps not best, but VERY interesting, are the recent Sam Adams Patriot beers, they have 4 different beers in a "Limited Edition" box. (Limited Edition garbage irritates me, but I forgive them this time...)
Anyways, the four beers are meant to represent what beers would have been like during the revolution. They are really tasty, very thick, very different. I couldn't drink them all the time, but trying them out is a real blast and I highly reccomend them.
Other than that, the best beer is the one that is nice and cold and free. Preferably in a hot tub or Hawaii, or a hot tub IN Hawaii. (Said hot tub should NOT be single occupncy either.)

For what it is worth: The "Wall Street Journal," in an article last Saturday (22, July), stated that the world's best beer is unfiltered and unpasteurized Stromberk Pils, available on draft only, and at only one
location: the Mestsky Pivovar Stromberk in the eastern part of the Czech Republic.
