I have to say that after reading that epic poem it does seem that it might just be that way. That as you have sinned so shall you be punished. Personally, i belive that the principles that dante stresses are similar to what I picture as hell. In each canto Dante paints a personal hell. For hell to me is infact to be banned away from gods grace. Each sinner suffers differently, for infact what can shatter my soul may not be enough to shatter yours.

There are definitely different levels of Hell and they get steadily colder. The basement is frozen, so that line about hell freezing over is really not useful.
