I used to be so shy when I was in high school. It was awful! lol
But if you like him, here's my best advice. Take the time to find out what his name is, which you probably already know. When you see him outside just say, "Hey -----! How are you?" This says 'she notices me and knows my name'. Now, what you want to do is get to know him and you can do this a number of ways. I don't know if you all go to school together or if he just moved in with his parents or if you all go to the same church...but just look for an opportunity to chat with him for a minute, like, "Oh! Did you all just move in? I'm -----. Let me know if you need help with anything."
Just make conversation with him, but don't expect too much. After all, most of the time, you have to smack guys over the head! lol Just be you. Oh, and by the way, keep your clothes on. You aren't trying to pimp yourself. lol

Just talk to him some time! If you see him out side or some thing make a reason to go out there, like get the mail or walk your dog (if you have one). Then just smile if you make eye contact or say hi. Then work your way up to a full conversation.

To get him to notice you, exchange phone numbers in case of emergancy, wink wink (EX. fires, burglars, storm damage... ) Just let him know that sometimes you leave to go out of town and you would like to know that you have a friend in the neighborhood... THEN when you are sitting at home sometime and you see he is at his home as well, call him up and ask if he would like to come have a drink with you. Sometimes a drink can pull a person out of thier shyness. Just a thought and I hope this helps.
