Most of the ppl u've talked to basically say that if a guy seems to be following u then he a) likes u or is interested in u or b) is just having fun. how do u know the difference between them???

First you need to know if he is following you or one of your friends, but you can be sure that if a guy if following you around he most likely likes you or is stalker.

Well if he is following you maybe he does like you. If you like him then talk to him. Don't be afraid. It's 2006 girls can make the first move, especially since you said you like him and all. He may just be scared to talk to you and if you don't make the first move it may never happen. Guys can be chickens at times. But I find that really cute in a guy. We girls just lay it on the line. We can be blunt and forward. So make a stand and go for it. Good luck

time will tell, honestly. If they don't have girlfriends but seem like they are ready - a sign. Tell him about the type of guys you are into and observe for changes then and days to follow

This is how you can find out if he likes you:
Make eye contact with him. If his eyes lock up with you for more than 3 seconds, it means that he likes you.
Try it again one more time. Make eye contact again. If his eyes lock up on you again for a few seconds, it definitely means that he likes you.
Guys that aren't interested in you, will try to look away if you make eye contact with them (especially if he knows you like him and he wants you to know he doesn't share the same feelings).
