Sadly, he did not have the will to fight an offensive war and defeat the north. Millions were killed in SE Asia by the communists after we failed to finish what we started. Too often politicians worry about public opinion and fail to do what is in the best interest of the people. Look to President Clinton & his lack of resolve to take Osama Bin Laden. He passed the buck and many more people have died because of that fatal decision. Leaders must make tough choices that are often unpopular at the time. Look what happened when the world waited as Hitler executed millions of Jews.

America had never lost a war up until Vietnam. Johnson didn't want to be the first President to lose. Also, the main theory at the time was called the 'Domino theory'. According to it, if we lost Vietnam, then communism would take the war to the next places (Cambodia and Laos) like dominoes falling down. If we didn't win in Vietnam, then soon the whole world would be taken over by communism.
The next dominoes did fall in Cambodia and Laos but they did NOT continue to fall after that.

Johnson was afraid of the Soviet Union and China stepping in. He observed Kennedy during the Cuban Missile Crisis, and didn't want to get us into that situation ever again. Therefore, he severely limited the engagement rules for our troops, micro-managed the military and caused us to get into a situation where we couldn't win.
