France. It's why in Vietnam today they still make excellent bread. No other country in Asia does that.

Prior to World War 2, the country of Vietnam did not exist. It was known as French Indo-China. Up until the 1930's, many European nations still were caught up in the basis of " Empire". The English had India, Hong Kong, as well as other territories, The Dutch had the East Indies, and the French, Indo China ( Present day Vietnam, Cambodia and Laos.
In fact, in 1947, it was the French that requested U.S assistance against the Viet Minh and after the French Loss at Dien Bien Phu and Ho Chi Minh being backed by the Communists, this brought the U.S. Completely into this quagmire.
