There is no ruling governmental organization, no republic, no dictatorship, no theocracy, and no God (by the infinite and archaic definition), within the discarnate dimensions.

But there is a Higher Power which many refer to as The Light.

For the most part, Spirit consists of a large number of special interest groups, most of which are constantly competing with one another in order to gain more members and become more powerful and influential.

My guess is dictatorship, or perhaps oligarchy, with Jesus Christ and the Holy Spirit hanging out as well. Whatever it is, I'll guarantee you its a Theocracy. Maybe though we get to elect representatives to talk to God about any problems their might be. You know, leaky faucets and general maintenance type stuff. Of course taxes could be high too, but He's the big man, so I'm guessing He can charge whatever price He wants.
