That makes absolutely no sense...Laws aren't made so criminals will be happy or so police are please to enforce them.
Now, having said that, some laws are unjust, but that's still no a reason to ignore them. And police agencies that avoid enforcement or politicans that pressure these public servants to flout the law need to be dealt with accordingly, like what's happening in LA due to their Special Order 40 policy.
We seems to get further and further away from being that "nation of laws" we constantly tell everyone else we are....

Like the estate tax law which effects none of us reading this. Bush could not pass his bill to stop the estate tax for his buddies so he pulled most of the lawyers back that enforced the law. The U.S. needs this tax because the multinational corporations are moving business over seas and storing the money in the Cayman Islands etc.

Well i follow them but have you ever heard that laws just like rules are made to be broken? & so i think we make laws and when people mess up on those laws and alot more happens then we can better ourselves into what we think about the laws and make more laws on top of laws and more and etc......you get my point? But when we make more......we are trying to make a better society for people to live in i think.

The problem is not why make laws, but it is the laws should not be contraditory to the constitution and the law enforcement should not be greater than the laws.
The definition of "criminal" would be genallized.

to give the illusion that people have rights... like take immigration for example... there have been illegal immigrants that have gotten thier green card in the military... police officers that are the children of illegalistas....
