My sister dog is almost 3 years old and she has never trained him is it to late?

Housebreaking is extra difficult but otherwise training older dogs is no harder than training puppies.

Not at all. I once adopted a 7 year old afghan hound, he was very easy to train and when he was 8 we went to obedience trials and earned his basic obedience title.

It's never too late.

All my dogs were pretty much stupid till they were at least 2. So, you have just the right age to train.
