Yes, you can move an N-number to another aircraft. My company uses a "personalized" N-number scheme and just switched numbers between two aircraft when they sold an older one and bought a new one. It does take a while to get the paperwork though.

Yes, I'm pretty sure it can, I have heard of a N number from an Airplane showing up on a balloon.
That was from a guy trying to find out where his old airplane was now and was told it was on a Balloon. Seems his old plane was wrecked and the the N number was reassigned

I beleive it can.

I would have to look up the FAA regs for the rules, but the mark has a history and my plane's mark belonged to another plane 40 years ago.
You can also ask for a specific mark as long as there is no conflict with another and it is not profanity or religion based.

Yes. Look at any aircraft registration website, and you will see, usually be random searches, that registrations are reused.
