What is the difference between 20% and 40% developer?

Trying to understand the process with hair and what the various % mean. Thanks !!

10% is usuall used for depositing pigment. 20 30 40 will determine levels of lift. 20% will lift 2 levels. 30 will lift 3 levels,etc. There are 10 color levels. 1 is black 10 is lightest blonde. Peroxide will only lift natural color though, not artificial.

40% is much stronger than 20% it's for when you bleach your hair it will make it lighter. 20% is for the regular colors that you would buy/use.
