She is only nine months, she should grow taller.

You can also tell by looking at the mother or father of your pup.

Ask the person you got the puppy from how tall should you expect her to get. That answer should help you out alot.

Sometimes dogs which have been sterilized (spayed/neutered) will grow a bit taller than their unsterilized cousins. This may depend upon the age at which the dog is fixed (obviously a full-grown, adult dog will not suddenly start growing after this procedure).

Has she been fixed?

This is an excellent question for your vet.

Yes, she is likely to grow until she is 18 months old.
You can tell when she is full grown, by running your fingers down her longest ribs.. If they are bumpy or knobby, she is still growing...if they are smooth, she is fully grown.

You can quite feeding puppy kibble when her ribs are smooth, likley at about 18 months.

Depends on if she is full grown at that age for the breed. Like some people, she may be small or big for the age...depends on environment, food, nourishment of vitamins and minerals...growth hormones...lots of factors like people....
