Do they actually declare someone else the winner of the tour? Or does he just get an asterisk in the record book?

If the B test returns a non-negative result. Then he would have his Tour de France title taken away. Last year in the Tour of Spain Roberto Heras won, but was positive for EPO and so the race win was awarded to 2nd place Menchov.

If the B test is positive I would expect many months of lawsuits and dealings before anything official. If the B test is negative then it will be officially over and he is the winner, but the damage done to his career is probably still huge.

Yes. It should be noted that five Astaná riders implicated in the Operación Puerto investigation and banned from the Tour de France prior to the 2006 race have been cleared by Spanish courts. I hope that Floyd didn't knowingly take any banned substance. His initial positive test does not prove he did, though.

I doubt that he was doping, i think that is just the french being mad that we (america) has controlled the tour for 8 years now. they are just making this up to try and take it away from us. They are afraid that one of the only things that they are good at is gonna be takin away from them by us.

Yes, I'm pretty sure they will but I think the French, who hate us with a passion, are conspiring against Landis. They'll do anything to discredit him or any American.

yes they will I think take his tour victory away from him. That would be the fair thing to do if he really cheated.
