I have an ultrasound picture of my oldest son (he's now six) with a firm grip on the situation. LOL As to why they do it, I'm told it tickles (my son), feels good and relieves stress (my husband).

It's completely natural and some start as young as 11, statisttically between 97% of boys have masturbated between the ages of 11 and 14 - this is during the beggining and peak of puberty where they are developing sexually very quickly and its something new and so 'it feels good' - and therefore they do it, especially at a time when their hormones are most active - that is not to say they do it any less as adults - plus why do you think babies are always playing with it - there are so many more receptors down there and they are much more sensitive than any all over the body and so a baby is not stupid and knows its more fun to play with their 'peter' then with their toes - If they DO NOT masturbate then I would be very very worried...that would be a clear indication that something is not right - so its actually a good sign and an indication of healthy sexual development - and it feels good damn it! lol

They are not equipped to masturbate until puberty.
Babies and young children all experiment with autostimulatory behavior from clicking teeth, and touch the mouth to clapping and snapping their fingers to other stuff. Its not because of any inate sexual content, its because its a high brightness tactile feedback.
The pre-puberty erection has nothing to do with sexual attraction unless abuse has occured. The hardware to cause the erection works, and periodically it happens, but before maturity its not about anything sexual before they are sexually developed.
For them to pursue that "high" before their body is ready for it is actually painful for them, and is an unhealthy behavior.
As adults they pursue it because they dont realize that its rape. They always get the high when they want. The girl never gets to say no, and there is nothing else about the relationship attached to it. Its an exercise in dehumanization, and an expression of a profound lack of self control. A lack of self control is endemic in western cultures, so its tacitly approved of.

A friend of mine told me she caught her son at the age of 3. I think it is just hanging there and they reach down and play with it like a toy. As they get older it probably starts feeling good or turning them on. It's a normal healthy process in a man's life.
I would be worried if he didn't masterbate.

I can remember my baby brothers getting hard ons at the age of 4 or 5. Even got a picture of one of them sporting wood Christmas morning. Both he and his penis (tenting) were pointing at the Christmas presents. They also used to masturbate with their blankets. They of course didn't know what they were doing, it just felt good to them. Its perfectly natural and nothing to be ashamed of.

Babies do it, I swear men come into the world holding on to it, and go out of the world holding on to it. It must be innate.
