Pretty much anyone who is proficient in reading the English language could read that. Someone who is dyslexic or suffers from another reading disability would have trouble, but the text itself is explaining how our mind does not see the individual letters when we are proficient with reading, but the whole word. How else could you explain being able to understand typos and l33t sp34k?

Well first of all they do not say that only smart people can read it. In fact it takes not over analyzing it and not using your brain...just glancing at the words and your brain puts them together.
