be nice and comment on where you are or whats going on or find something she has on or has in her hands that you know a bit about that you may have in common.

First you should do this in a comfortable setting. Some people are more comfortable making the introduction in a place familiar to them--a bookshop, online, a bar, for example.

Go up to the girl and comment nicely on something. "I really liked the topic of your paper for class." Girls usually initiate conversation with other girls by exchanging compliments on things like clothing or behavior. As a guy, you'll need to be a bit more abstract, but a girl will like it when you notice something about her.

Have a few subjects of conversation in mind before you talk to her, but don't necessarily plan to stick to them. Obviously, if you see a pretty girl in a bookstore, check out what kind of books she's looking at. Books and movies and TV are always safe conversation starters. Good luck!

A good start, confused child in the world, would be to say hello and give your name. If shes a girl that wants to continue the conversation, she will say HI back and introduce herself. I think you may be able to handle it from there.
Had to come back and add this for you, When the girl starts talking , make sure you listen and pay attention that way you will know what to say. Besides girls really hate being treated like white noise, that you don't really hear them.

wait for the perfect timing....like if she drops something and you bend down to pick it up for her as you pass...be like...."wow...you look really familiar, what's your name?" of course knowing that you don't have a clue who she is, keep the game going and she will talk to you....start conversation....like..."where did you go to school?" If yo uget the ball rolling it will not be socially suitable for her to just walk away from you...she will probably want to impress you with her conversation skills so use it to your advantage....once all this has happened both of you will never be able to walk by each other again without adrressing each other by name and saying hello....then it will escalate from hello to " How was your day or wanna grab some lunch..." you get the picture...you don't always need to be perfectly confident just know what your doing and have little control...girls like that

Well most of us love good manners. So depending on where you are...let's say a bar...Walk up to her with a smile and say 'I do hope that you don't mind me commenting but I happened to notice...'your glass is empty, may I get you a drink?'
'I couldn't help but overhear you talking about'.......'That's something I am really interested in. Do you think?.....'

walk up to the female in question.
say, "excuse me."
"hi, my name is ______."
talk about the weather, the event, ______ (someone that you both know), how beautiful her clothes are or something else.
