Unlike some people, I don't believe that you have to take illicit performance-enhancing drugs to rise to the top of the professional cycling world.

David Millar finished 59th in the overall classification of the 2006 Tour de France, but he's not competed at this high level for a couple of years. I would argue that he will do better in the future as he returns to the professional circuit. Also, he finished 11th on the final time trial not 50th as some people might have you believe.

He's 30 year's old, so if he's found guilty (which he definitely hasn't been at this point) he can return to professional cycling at 32. There's a two year ban. If he's innocent of taking steroids, his bad hip might do the job of ending his career. I like him a lot, and think he's a good guy, doper, or not.

If he does return after a doping ban, then he probably won't do very much. You see, unfortunately, it's impossible to be successful in the sport without using performance enhancing substances. Just look at David Millar. He used to be the best time trialler on the professional Tour, and then was caught using EPO. Now, he's clean and look at the results. He's probably somewhere around the 50th best time trialist on the professional tour.
