A puppy/dog that is old enough to have been weaned from it's mother doesn't need milk. Period.
Good kibble, occasionally healthy treats, clean water, bones for teeth cleaning....You're good to go.
The milk issue should not even be an issue! Just don't give it to your dog and then whether it binds or loosens won't matter.
Because we are so food obsessed as a society, we think we need to give our pets all sorts of unecessary crap. What we're doing is keeping the vet's office full and our pets having less than good, long lives.
DON'T give your dog milk!
Add some brocolli or green beans to his food for a couple of days. That should add enough roughage to get things moving again. If not, a visit to the vet is in order to rule out any kind of blockage that could harm your dog.

it could be. it depends on how old the dog is. milk protein is called casein and after a certain age, animals (with the exception of most humans) become unable to process this protein. it ends up just taking up space, undigested. i don't know if it will cause constipation, but i suppose it could, based on what i just said. try to get your father in-law to stop feeding your dog milk, and then see if that helps. if he still can't poop within a day or 2 try giving him a dog laxative (i believe you can purchase some over the counter- follow the directions, obviously) or take him to your vet.
good luck.

I could be wrong...but I always thought it had the opposite effect...it caused loose bowels. It also depends on if the dog is a puppy or not. I say, stick to dog food..appropriate to your dog's age and condition. Try to avoid the cheap stuff...it will be more costly to you in the end with the vet bills.

Canine constipation could be caused by a variety of reasons. I don't know of any ill-effects caused by milk, but you might consult with your vet for some possible solutions.
