No. I use conditioner every time I wash my hair and I've only had one bout of dandruff in my life. Here are things that work for me: I scrub/massage my scalp when I'm washing my hair. When I brush my hair, I make sure I brush my scalp as well; I start brushing from the top and work my way down (I have long hair).
I have heard that washing your hair too frequently can make your hair more oily or cause dandruff so maybe you should try washing your hair every other day or every two days. Now here's the cure for dandruff that worked for me when the dandruff shampoos failed: Grab a new bottle of your favorite shampoo and a bottle of aspirin...make sure you have aspirin and not something like Tylenol or Ibuprofen! It must be a bottle of aspirin... you can get the cheap stuff from the dollar store if you want. Count out thirty aspirin. Open your new bottle of shampoo and dump the aspirin in the bottle. No need to crush them, but I guess if you're bored you can. By the time you finish using the bottle of shampoo you should have the dandruff under control! I actually got this tip years and years ago from I think the Regis and Kathie Lee show...or one of the morning shows like that. Some hair stylists to the stars use this trick.

I recommend Head and Shoulders shampoo and conditioner if you have dandruff. They make both separate shampoo and conditioner and the 2 in 1 shampoo and conditioner. Just don't wash the hair every day. Every third day is plenty

It shouldn't.
I have, however, found that if I use certain conditioners, that I have a problem with some, an allergy perhaps. Some don't help me and I get dandruff. I finally did find a conditioner and shampoo that helped with the dry scalp.
