Assumption 2: She is Brazilian (dificult situation)

You must contact foreign affairs of your country, contact Brazilian embassy and an excelent attorney with experience within these matters. I believe the easiest way is contact brazilian attorney and start a process in Brazil to have your children's guard.

Problem is almost everywhere around the civilized world, mother have preference to take care about her children and this standard puts you in a quite delicated situation.

Talk and negociate with her will be easier and faster than any other solution. I saw it where fathers took chieldren from mother in Brazil and brought to MiddelEast countrie, Japanese woman, son and Italian husband. It happen everywhere. I'm absolutelly sure that a good attorney will be able to give some/better hints.

You are in trouble. Contact your department of Foreign Affairs. They will assist you. Find out what kind of agreements Canada and Brazil have on these matters. Check if the two countries have signed some kind of extradition pact. Contact Interpol. Get yourself a good attorney with experience in the matter. Good luck, friend, you are going to need it.
