Depends on the state. Included is a list of banned (imported products) first link. State of Illinois schools (second link) I know for a fact horse meat consumption is not allowed in USA, but yet we export it to Europe ( horse slaughter houses in Texas)

If it is a food, it isn't banned.

There are ingredients, chemicals, preservatives, dyes that aren't allowed in food.
