My friend worked in Germany 11 years ago (from 1992 to 1995; he left Germany after that). He is trying to have his tax refund. According to this webside:

It is only possible to have the refund within 2 years time frame.
Is it still possible to have the old tax refund now? ?

No, he would have had to apply for a refund a long time ago. The application period has definitely expired. Sorry.

Sorry for you guys, but no. It's a lot of money too, I'm sure.

The IRS (Finanzamt) in Germany will never be too shy to get their taxes back years later, but not if they owe it, oddly enough.
