I have been a roadie all my life, and know how to adjust the stem (handlebar) height on a road bike. But now I have a Specialized hybrid, with a threadless headset. How in the heck do you raise the stem? I tried loosening the stem bolts, and the center bolt (took that off actually), and I just don't see any way to bring this thing up half and inch or so. Please tell me there is a way, and that I don't have to buy a fork assembly that matches the height I need!

Threadless headsets don't allow you to raise the stem that much. That because the stem clamps directly to the steerer tube of the fork, which only sticks up past the headset/head tube a few inches. You can usually only adjust it a few millimeters by inserting a spacer or two between the headset and stem.

If you want to raise your handelbars, you can either get a riser-style handlebar or a stem with a greater angle. Either way, you may need to recable the bike since the cables might not stretch as far as you want them to go. See your local shop for more info on that.

By the way, very few road bikes use the old quill-style headsets and stems anymore. Almost everything is threadless these days.

Best way is to swap out for a different stem length / angle. That's one downside of threadless headsets.

Don't get me started on all the stupid stuff that's standard equipment these days that's actually a step backwards in terms of practical usability.

If you are trying to raise the angle of the stem, you may need to swap it with another to acheive the desired feel...
If you are trying to raise and extend it, again you will need to get another stem...
there are also spacers you can place at the top. it should loosen when you adjust the bolts/screws you mentioned.
