It's not a scarf but a hijab or "barrier". The Quran requires it:
Verse 33:59 orders believing women to "draw their jalābib close round them (when they go out)".
Verse 24.30 reads: "Say to the believing men that they should lower their gaze and guard their modesty: that will make for greater purity for them: And Allah is well acquainted with all that they do."
This is an additional reason to fight radical islam. The Jihadis want to install a world wide ruler of sorts called Caliph. Listen to what the Bin Laden types have to say. This system would be governed by Islamic Law or Sharia Law. The Islamic republics of the world work this way (Saudi Arabia, Iran, formerly Afghanistan...) We don't want this, believe me.

to answer this question properly and in more depth, you must ask a muslim male or female why they are made to wear those around their heads. but first, you need to get your wording right. you need to find out what they call them, cos they are certainly not scarfs. preferably, ask a female. it doesnt just happen in Iran. It happens in almost all muslim countries. My sister's Lebanese boyfriend's mother wears one.
