Please explain what you mean by 'God'?
I've read a very silly book called 'the Bible', (Its very old and makes little sense). It had a character called 'God' in it. Is that what mean?
And why would you care how a character in an old story book sees things?

In the name of religion you are not supposed to hurt anyone but establish tolerance. Even someone who has behaved badly with you should be forgiven. The only time religion accepts killing is if open war is upon someone or as capital punishment.
So, if someone manipulates the teachings of a religion to wrongfully kill someone then I have heard that all the sins of victim is transferred to the killers - um - record and so ofcourse God would be angry on him.
A non believer could be of several types - a person who has never heard of the religion or who have not heard enough. For that kind of person I have heard there would be another life before judgement. A person who does not believe in God even after proper preaching and everything would be eternally condemned to hell - though it seems kind of unfair if you are much less of a criminal than a religious sinner. Uh, well - GOd sees everything - He would know how to assess people.

If you look at the commandments a non-believer does not worship a false god nor do they kill.
Someone who is devout would not kill someone no matter what, so you could argue that they believe in a god that maybe is not the true God.
So my belief is that a person who breaks the commandments would encur the wrath of God, whereas the non-believer might still be waiting for a sign that gives him the direction towards God so God would judge that person by the way that they lived.

well, I do believe that God is good, therefore I don't believe that he would forgive murder as easily as tha fact that someone does not believe in Him. I was told that everybody can go to heaven, even if he/she doesn't believe in God but lives an exemplary life, commits very few sins, and regrets them. Killing, as we all know is not the characteristic of an exemplary life. Killing is bad and there is no excuse for it. I don't believe that anyone could kill easily even in the name of God, I believe that every good person has a little bit remorse when it comes to killing a person. I believe that among the people who kill in tha name of God there are some, who deeply regret it. Killing is against human nature, God put this idea into us, and anybody, who tries to argue with that commits a sin, therefore cannot go to heaven, if he doesn't regret it from the bottom of his heart.

Interesting question.... If God exists, I would think he would prefer someone was a non-believer. At least there's a chance that the non-believer may be convinced to believe and choose to convert.
On the other hand, the people who kill in the name of their religion, their beliefs, or their god are so committed to their extreme way of thinking that probably very few of them will ever believe they've done anything wrong, so they would never repent.

We can only reason with the abilities we are given. No human can know the mind of God. I think that the kind and gentle atheist would be more favorable to God, but this is just my thought, without being able to see the whole picture. If you remember the apostle Paul was on his way to jail and persecute Jesus and his followers, before the Lord struck him blind for a few days and straightened him out.Like I said, we humans don't see the whole situation as God sees it, and we cannot second guess His thoughts, nor His ways.

Non-Believer. As a non believer, they still have a chance since they have not yet accepted God's Word, than purposely done something wrong. Think of all the people who have lived and died without ever hearing anything about Christ. Someone who has, and especially accepted the blessing of the Holy Spirit, than purposely sinned, they have sinned against the Holy Spirit. Sin against the Holy Spirit is the only sin that Jesus says is without forgiveness.

YIKES -- a non-believer, I'm sure. Murder at all is so so wrong, and murder in the name of religion... God must be sitting up there hiding his head out of embarassment. Murder in the name of God is just pathetic. And I guarantee you that God is not sitting proud because of what they've done.

I think god would be angry with both - if their is such a being as god, but there is a chance that the non-believer could be converted so another one joins the fold, surely that is better than killing in the name of religion.

the non beliver has refused to accept the fact that the Lord Jesus died on the cross for him and so the non believer is condemned already. the one who murders in the name of religion does not know God, the religious murderer is obviously practicing a dead religion. because God is love and we the children ought to love one another.

Good question. One that I always ask so-called christians. If I'm good and can't "get into heaven" cos I don't believe, yet someone like George W Bush will cos he believes, then I want no part of this god
