I guess it's too late to give you my standard advice to puppy buyers:
"Whatever you do, DON'T go to a pet shop, a flea market or buy one sight-unseen off the Internet!!!! You'll pay top dollar for what is usually a poor quality puppy mill dog that is often sick and may have falsified registration papers."
Check the puppy Lemon laws in your state on the ASPCA site:

Lemon laws usually apply only to sick puppies. You can sue them in small claims court, but you'll have a hard time proving your dog is mixed, unless you can get a vet or experienced breeder to testify for you.

You should have done some research ahead of time - pet stores are NOT the place to buy an animal, they support unethical puppy-producing and they really don't care whether the dog is a good fit for the owner as long as they get paid.
Sorry I don't really have any advice other than contact the store manager and explain the misleading advertising. If you still want to keep the dog, that's about all you can do.

Take the dog back and ask for your money. Of course, if you're attached to it now than that's going to be tough. You could keep the dog and ask for a partial refund because it wasn't what they said it was. You could try small claims court. You could talk to a lawyer. Or you could chalk it up to experience.
I recommend that if you want a pure bred dog you go to a breeder. They will have at least the mother and you can ask to see the papers of the parents and the pups. If you are buying the dog just as a pet they probably won't give you the registration papers for your pup though.

Ok first thing, its called a papillon. Second, why after buying it have you decided it is indeed not a papillon? You saw it in the store--its not like they brought out a different puppy for you to take home.
My point is, its your own stupidity that you have the dog. Pet shops are horrible places to buy puppies from. They are why puppy mills stay in business and once you get the puppy out the door, they feel no responsibility at all for that animal. They sell to people who buy on impluse--not those that have made an informed decision.
Seeing as you have bought and paid for the dog, and can't really prove its a cross until you are willing to do DNA testing, I would say its all yours.

ohhhhh that is awful!!! hmmm....how would you do this....the only way I think you could do is maybe call the SPCA...because it is against the law of Animals that they sell a high price for a cross breed....and they(SPCA) probably can tell you how you might be able to do it....hang on to your reciept!! Take the dog to the Vet...if you haven't yet....ask the Vet if your dog is a full breed or possibly bred with another breed. Sometimes Vets can do that. You might want to talk to him/her about it and ask him/her questions how to make the pet shop loose their reputable business for the other buyers. OR do you know any other known breeders or even people themselves who have bought a papillion....the breeders can probably tell you the authecity of the paper by comparing to yours or even see the dog him/herself and see if any cross breed in the pup. Other people who bought these dogs...ask them if they have their papers...and you can compare it with yours too. He may not be a cross, just not as genetically sound as others. Pet shop animals are usually bought from puppy mills that arent paying alot of attention to proper breeding practices. Bet you paid a premium price too.

slightly boy had a flea as a puppy and despatched six months coaching it to sit down down up and beg and roll over on command. He positioned the flea contained in the course of his table in his room and pronounced as his dad as a lot as seem at his puppy, yet did not tell him what it became. WHY were you ..uh..foolish(cuz I'm try to be polite!)enough to buy ANYTHING form a ANY petstore??? They ONLY sell CRAP from puppyfactories because NO REPUTABLE breeder would EVER place ANY dog that way!
