no they are not. the first one is as long as you are describing what "he" does not what he did yesterday(he slept all day long) I think the second would be if you left out the "the" and under the same circumstances as the first sentence

I think 2 is incorrect. It would be....He sleeps in the evening.
Number 1 is correct. You can say He sleeps all day long because it's present tense.
Ex. Q. Why is he always awake at night? A. He sleeps all day long.

The answer depends on if he is sleeping all day long or if he is sleeping all the evening. Which is it?
He can't possibly sleep his whole life. If he is, then there is a more important question to be asked.

the first one is right and so is the second. However the second one is not English that Americans would use anymore. It might be British English or it might be the result of English textbooks around the world very rarely being updated and often relying on 100 year literature for its source of language examples
