NO NO NO.

AIDS is caused by a virus. This virus is 500 times smaller than a pinhole in a condom. It is spread through the sharing of bodily fluids and/or contaminated medical equipment. For this reason, an infected person should not have ANY intimate contact (INCLUDING KISSING) with another person.

Circumcission will not stop the spread of the virus.
NEITHER WILL CONDOMS!!!

The best way to avoid getting the AIDS virus, is to avoid intimate contact with infected people.

No. In general it's usually better not to circumcise the child. (plus it has to be one of the most barbaric thing done in modern society...can you imagine how much it would hurt?)
