It's based on DNA. Features on a human form based on what they're supposed to be like, with the exception, of course, of disorders. There's the "wolfman," a guy with a disorder of the facial hair that causes it to grow to similar lengths as the hair on the head, making his face all furry. Happens...

The hairs don't stop growing, they fall off. You wouldn't notice because
they don't fall off all at once. It's the same thing with the hair on your
head, only you do cut it now and then. Maybe. :-) People who let their
hair grow uncut get hair of a certain length. Some down to the middle of
their back, some down to their buttocks, some a bit further still. This
difference is genetic. Again, it is not that their hair stops growing,
it's just that they fall off at this stage.
As for the odd single hair growing longer than usual, it is indeed due to
a mutation. They are often a bit thicker too. Nothing dangerous though, as
far as I know.

The entire hair on our our bodies grows always. The hair on our head is most likely a lot denser, and the hairs are very seldom shed. The hairs on the the rest of our physique (except the beard for men) are shed fairly as a rule, so that they by no means have the danger to grow lengthy.

cos evolution has determined that the human body does not need to be covered in hair like our ancestors as the previous conditions like being cold like all the time has changed.

So that is why we still grow hair in certain places *ahem* but not others. And also explains why certain hair does not grow like others *ahem* again.

it's in your genes,and DNA, it's progamed to stop growing at a certain point, different in everyone
