I believe the disappearing act (not phoning... leave message) is his way of saying:
"Hey, I'm not interested and/or found someone new and because I'm a coward and has been one for long, can't confront anything about my life really, so this is the only way I know to react to life - when I see emotion, I run.

No, not technically. Imagine waiting at a resturant for an hour or two and then giving up and going home. That's getting stood up.
But the "catch up soon" doesn't seem like he's interested in you romanticly.
Put him in the friend category.

Technically you have not been stood up.... he just hasn't called to arrange a meeting place yet...
Could be for a number of reasons, ranging from he's busy to he's not interested.....
Don't bug him, if he wants to meet you he will... and if he doesn't well then.... move on.

'we'll have to catch up soon' i would say is a poilte brush off, if he was keen he would say sorry about that but lets rearrange when are you free? then again he could just be a tyical bloke trying to play it 'cool'. I wouldnt run after him he sounds a tw*t
