Now THIS is a proper question!
Personally, I believe there are far too many biscuits to choose a best, however, the following do spring to mind (in no particular order);
- The Classic, Rich Tea
- Custard Creams
- Hob Nobs (original and chocolate covered)
- Maryland Cookies
- Chocolate covered Milk Cows
- A Contraversial choice, Ginger Biscuits
These are probably my favourites, my lease favourites have to be;
- Pink Wafers (what a waste of time!)
- "Finger" Biscuits - too thin, can't take the heat of the brew
- Digestives (too crumbly)
- Jaffa Cakes (NOT a biscuit!)

I'd have to say bourbon. They don't go soggy quickly. Has anyone noticed a rich tea goes slightly soggy when dunked in a cuppa tea but stays hard when dunked in hot chocolate?

Has to be Ginger Nuts. They hold up well in the tea and hardly ever break in half leaving a soggy mess in the bottom. They're also, almost always, suitable for Vegans which is an extra bonus!
