I think all keepers of animals should be subjected to very strict checks and controls and that anyone found to be mistreating animals be severly fined and sent to prision.

Animals are not suitable for all people, because of my work, I would be irresponsible if I kept any, I've just spent most of two months working away from home, and do so every summer, so it would be wrong for me to keep animals of any kind.

Other people are just evil and don't care for them.

Of course the law should be stricter, all the domesticated animals need to be medicaly controled, have a good care, and there should be also some local study of enviromental effects of pets on local comunity and nature.
When you have a lot of pets , statiticly there are always a chance for some kind of cruelty toward them. But why on the other hand everyone thinks that it is God given right to have a pet.
Have you recently checked how many dogs are they in New York?
Has anyone thought what would happen when there are some earthquake and you have hunderds of hungry dogs roaming the streats .
And what about snakes, crocks, all kind of mouses, ...
Without control there are all kind of problems waiting to happen.
And what with extra **** the dogs, cats put on the streats,
if you have a small city that is nothing, but in NY, or LA, you have a milion dogs, cats, and they **** each day, think about methane that evaporates from feces.
There must be some law that puts some border on how many pets can be in a comunity.
Or some pet taxes so you can pay for what your pet does to the environment.

Yes it should!

If people have to have a driving licence or a tv licence, why shouldn't they have to have an animal licence?

Every time someone takes their pet to the vet they should be asked for the licence - to make sure they have the right of ownership.

Also, that way anyone who does mistreet, it can be recorded on a database and then the next time - just like applying for a driving licence when you have been banned, it will be recorded that they have mistreeted in the past.

The other worrying thing is quite often, the kinds of people who abuse animals do not stop there. If they are willing to abuse a defenceless animal, what is stopping them beating their children of wives?

I own a Lurcher who was abandoned and often dogs like her and grayhounds are shot when they're found to be of no use any longer.

There was a report on the news the other day that a man shot dead up to 10,000 grayhounds to 'retire' them and then burried them in a field.

I had an argument with my mum the other day about vets agreeing to put grayhounds to sleep when they were too old to race. The problem is that the RSPCA and PDSA often don't have enough room to take the thousands of grayhounds that get abandoned each year when they can no longer make money. Therefore, I would rather a vet kindly put them to sleep than be taken to a farmer and shot for £10 before being burried in a mass grave in his field.

Licence's for animal owners, especially those who make money out of their pets. Identi chips and there should also be an age limit on who can own a pet. 18 or above.

A licensing system may also help with the rise of dog napping.

Yes the laws should be changed for people that want to keep pets.
End of the day the good owners would be willing to see the law change, and do everything they can to help.
1: All dogs should be I.D tagged and Micro chipped
2: As soon as the dog/cat is old enough it should be spayed/neutered
3: Bring back the dog license
These are just a few things that I would like to see happen.

There should be more checks on people prior to ownership and more of a focus on rescue dogs etc. than on breeding new puppies. Unfortunately, breeders don't have the powers to home check people who are purchasing puppies.

Perhaps everyone should have to undergo a CRB (Criminal Records Bureax) check before they purchase any animal, perhaps that would weed out some violent people. I also feel licences for dogs should be brought back in, so that people who just wanted a puppy to stop their kids asking for one, would be weeded out by the cost and hassle of licencing.

I was unlucky enough to be around when a dog was discovered which had been stabbed to death and left in a river, that image of a helpless animal will stay with me forever.

I have a rescue dog and there are so many more dogs, cats, rabbits and even guinea pigs, out there who need rescuing. People should pick up the abandoned and misstreated before buying brand new puppies and forcing breeders to continue to produce new pups only for them to end up in a rescue centre.

The law should also tighten up on sentencing and sanctions for cruelty.

Yes the law should be stricter, life-time bans on keeping any animal should be mandatory for people who are cruel.
The 'good' owners would have nothing to fear because they treat animals with respect.

ENFORCING the laws already on the books and REALLY hammering the animal abusers would be the way to go. Not - pay $1,000 be a good boy for a year no animals for a year then you're in the clear. Been there, done that - made me SICK!!

It would hard to enforce a law on who can keep animals. How can you tell someone is going to mistreat an animal!? What I would like to see happen is more people reporting animal abuse and money being given to people like the RSPCA to prosecute these sick people.

yes, but that's like putting restrictions on who can rear a child, which is impossible. But we all know some bozo's who have no business raising children or animals.

Yes, people should be licenced to keep animals... but then again, any fool can have a baby...so people should be licenced to have those too....
