They come in barefoot. Buying them shoes is a waste of money because they wouldn't know what to do with them.

yup, cuz theres broken glass on the floor, and roaches. I'm not sure, but foreign prisons, particularly in 3rd world countries, are infamous for serious mistreament of prisioners.

no. it's easy for zimbabwe to give their prisoners fancy running shoes, to tell them apart from the 400 million or so africans who don't have any shoes at all
