I always wondered that. Is there a certain amount of time or is just flexible?

should not be more than 5 minutes. ask for a reappointment if you sense the person is really busy during the moment.

Usually when I say "give me a moment," I am using the restroom or finishing up a phone conversation or putting on make-up. So I guess in most cases, a moment would be a minute or two.

It is up to interpretation by the reciever of the moment (the people who aren't waiting). It usually is between a few seconds to a few minutes - say 15.
