Never leave the house with it. Always keep a smaller animal next to it like a hamster to make it look large in comparison.
Seriously, I saw a guy covered in tattoos carrying the cutest little chihuahua puppy this week. It cracked me up. The dog had a studded collar and was very friendly (not the stereotype of the cowering shivering dog), but it will never be tough. I owned a chihuahua once and they are wonderful animals that are very aggressive and protective, but still can never look tough.

The only thing I can come up with is a spiked collar. They usually have pet clothes at a pet store, like Petsmart or Petco, depending on where you live. I seen some the other day that were Harley Davidson...kind of tough I guess...?

Its rather difficult to have tough and mean together.
My british bully looks tough, but doesn't have a mean bone in his body..
Maybe you could hair dye him black, and he can wear a studded collar with an inbuilt recording of the loudest most ferocious growl you can find, maybe from a rottweiler, which activates whenever anyone comes near him....
