Psalm 121
1I will lift up mine eyes unto the hills, from whence cometh my help.

2My help cometh from the LORD, which made heaven and earth.

3He will not suffer thy foot to be moved: he that keepeth thee will not slumber.

4Behold, he that keepeth Israel shall neither slumber nor sleep.

5The LORD is thy keeper: the LORD is thy shade upon thy right hand.

6The sun shall not smite thee by day, nor the moon by night.

7The LORD shall preserve thee from all evil: he shall preserve thy soul.

8The LORD shall preserve thy going out and thy coming in from this time forth, and even for evermore.

Tell your friend that God is right next to him, 24/7. He loves him dearly, more than he can possibly imagine. God is the best friend he could ever hope for. God will never leave him, disappoint him, betray him or hate him. All God wants is for your friend to talk to Him. God is right there, waiting, BEGGING for him to talk to Him. God wants to wrap His arms around him and never let go, that's how much He loves him.

Tell your friend not to give up. Go to God and talk to Him. He's the best friend he'll ever have.

God bless.

— Joshua 1:9 —
Have I not commanded you? Be strong and courageous. Do not be terrified; do not be discouraged, for the Lord your God will be with you wherever you go.
Or if we MUST do New Testament,
Matthew 28:20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, unto the end of the world.

I don't think this is the verse that you are referring to, but I believe it is comforting in rough times

And I am convinced that nothing can ever separate us from his love. Death can't and life can't. the angels can't and the demons can't. Our fears for today, our worries about tomorrow, and even the powers of hell can't keep God's love away. Whether we are high above the sky or in the deepest ocean, nothing in all creation will ever be able to separate us from the love of God that is revealed in Christ Jesus our Lord.
Romans 8:38-39

Or you might try Psalms 139

(Mat 9:4 KJV) "And Jesus knowing their thoughts said, Wherefore think ye evil in your hearts?"

(Luk 6:8 KJV) "But he knew their thoughts, and said to the man which had the withered hand, Rise up, and stand forth in the midst. And he arose and stood forth."

(Gen 6:5 KJV) "And GOD saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually."

(1Ch 28:9 KJV) "And thou, Solomon my son, know thou the God of thy father, and serve him with a perfect heart and with a willing mind: for the LORD searcheth all hearts, and understandeth all the imaginations of the thoughts: if thou seek him, he will be found of thee; but if thou forsake him, he will cast thee off for ever."

(Job 21:27 KJV) "Behold, I know your thoughts, and the devices which ye wrongfully imagine against me."

Is it Psalm 139?...

"O Lord, you have serached me and you know me. You know when I sit and when I rise; you perceive my thoughts from afar. You discern my going out and my lying down; you are familiar with all my ways. Before a word is on my tongue you know it completely, O Lord...."

I hope that helps... good luck with your friend.
