Maybe the same reason I put corks in the toilet when I have a party, so guys will have something to aim for and not piss on the floor.

1. It creates a slow drain so that the urinal cleans itself out. No flushing needed.
2. It avoids the urine splash.
3. It is cheap
4. It gives bars and restaurants somewhere to put excess ice
5. It gives guys something to do when taking a leak - melt the ice.

I believe that it serves the same purpose as the soap cake does, only less expensive. It also sounds like the "urinal" in question is a trough, which makes ice more practical.

I would be concerned if the ice comes OUT of the bathroom :P

Half the male population does not flush. Ice provides a constant slow flush thus ensuring a pleasant urinating experience for the next user. It also deters the use of water, thus saving the proprietor on his water bill or his septic system.

Two reasons
1. It will keep the urine at a lowered temperature, thus masking the smell
2. It keeps the urine from crystallizing, keeping the urinal cleaner.

Ice makes the urine easier to process when it gets to the reclaim. Then they put more base into it and it's ready to serve again!

Keeps the smell down. Can you imagine what a small room with little puddles of warm urine would smell like?

It wouldn't clog anything and there's no where else they could put the ice that it's melting or the ice in general wouldn't cause a problem and that nobody would touch it.

because when it melts it helps wash the urine down the drain,,and it gives the guys something to aim for. Ever watch a guy pee in the snow? they love to watch it melt.
