how do you get paint out of velvet?

you cant, its done.

or take it to the dry-cleaners.

Depends on the base of the paint. Some will dry-clean out, some can be removed with hair spray and brushed out, others have no hope at all. Some acrylics (people use to paint on velvet) can be removed with acetone.
