"A new bill for a popular Florida scholarship could offer students a full ride at community colleges...but only if the governor signs off on it.
The bill would change the Florida Medallion scholar award...giving Florida residents free college tuition and fees at state community colleges.
The scholar award, created back in 1997, is one of three awards in the Florida Bright Futures scholarship program.
Tt's funded by the Florida lottery and recognizes academic achievements of high school students.
The bill was passed during the 2006 state legislative session and barring a veto by the governor, will go into effect July first."

No - Texas has several different lottery games and I've never seen anybody get a free college education from the profits

...I've heard about Florida, but I'm sure you would have to have a certain GPA and perhaps be a minority.

In Georgia we have the HOPE scholarship. If you graduate with a B (3.0) you go to college for free. The state pays tuition and fees. You just have to maintain the 3.0 to keep the HOPE. I think after you have lived here a year you are considered a resident.

In New Mexico, you have to be a resident to be eligible, and there's a catch. It pays for a certain amount of your tuition, but it doesn't pay part of it, and doesn't pay for stuff like lab fees or books or housing or any of that. However, I have heard that it depends what state you reside in, and how much lottery money they get.

The state of Oklahoma just gave all teachers a 3k a year pay bump.

And they are offering scholarships to state schools at free or reduced rates, its being paid for by lottery money.
