The US japan mutual security assistance has been in existence since General McArthur took over the government of the country after WWII. One prime article of the Japanese Constitution is that their military will NOT get involved in ANY conflict with another nation. The Japanese military is referred to as the Self Defense force. As part of our agreement in the Peace talks we promised to help defend Japan. Okinawa was a Japanese possession, and the US has had a naval and marine base there every since WWII as a direct statement that the US will fulfill that promise.

During Desert Storm the Japanese Self Defense Force wanted to contribute to the effort, but they could not send any troops to the region, because it would violate their constitution.

While the US might not have any legal requirement to continue to defend Japan, the US is a firm believer in loyalty, and Japan has been a loyal ally every since WWII. During the Korean War the American operations were supported from and based from Japan. During the Vietnam War Okinawa was a major base for the operation of and supply of the navy ships in the area. After the Philippines declared independence and wanted the US military out, Japan and Okinawa became the major support for the US Navy in the region. Australia and New Zealand would let American ships in their harbors, but not those that carried nuclear weapons. The US will not tell the world at large where their nuclear weapons are based so all major US fleets cannot visit Australia or New Zealand.

With a developing China, a dangerous North Korea, and an uncertain Russia the US needs military bases in the area, and a strong ally in the region: that ally is Japan. America and Japan share a great deal of high technology, a democratic government, and many other things, which makes us natural allies. The two nations have grown even closer when American business started taking clues, and even borrowing words from Japanese business. Tokyo is a very modern city and it strongly resembles New York. Americas love their cell phones, most of which are made by Japanese companies. When two countries have so much in common, when two nations have so many reasons to be friends; it is only natural to develop a strong alliance. The Japan and American Mutual Assistance Pact is a natural and continuing expression of this alliance.
