when people ask a question and say in general, are they speaking of or to the majority?

They may be speaking to the majority, but the phrase "in general" means generally, such as overall, or basically.
Example:
In general, do you think that God loves everyone?
Do you think that overall, God loves everyone?
Do you think that God loves basically everyone?
