I don't know. It could be old fashioned courtesy, awkwardness, or he was lost in thought.
But enough of being a pessimist!
Truthfully, there is a big chance that he is! Why wait for him to make the first move, though? Ask him out!

i can't really say, but by the sounds of it, he definitely is interested. guys won't react or do things if they really want to do it!
