Well if he goes out with girls but flirts with guys I guess he could be consdiered bi.
But, he could just be outgoing and make seem like flirting to you.
You can't tell unless he says he is.

if he has had a long line of girlfriends, and he treated each of them like poo, then....yyyyyyyyyyyyyyyyyeah, he's Gay. But if he didn't treat them like pooo.....then he is just looking at them to see what is gonna look good on him when he has his "surgery". Gotta figure out what he likes, so shop on different women,,,,,and that's a yyyyyyyyyyyeah, he's GAY!

If he isnt hes just comfortable with his sexuality, if he is he is in the closet and waiting until the perfect moment to come out. He may be scared that he will be teased or dissowned!!!
