allergies can darken the skin under your eyes. Think that's it?

The patch of skin under your eyes is one of the least moisturised places on your face.

While you definitely need plenty of sleep, and water throughout the day but not right before sleep, this might not fix everything, but it will certainly help.

I had the same problem (prefer to work in early mornings but still had to go office at the usual hours), and I found some moisturisers with vitamins and that get absorbed easily will help. Moisturise in the morning and if your eyes are real bad, apply some cream before you sleep to repair the damage.

My dark splotches have not disappeared, but they are much lighter now.
