Sansei...has the best sushi on the whole island. Thursday and Friday is 1/2 off late nite. This is by far my favorite resturant ever. And its right in Kapalua.
Aloha Mixed Plate is also very good and cheap. They serve great local style plate lunches, but is located in Lahaina.
Another small but great place is Mama's Chicken and Rotisseire in the Napali plaza, right down from Kapalua.

Kapalua Grill & bar on the 18th green of the Bay Course w/ an ocean view. (it is on a hill overlooking the ocean & Molokai) Honolua General store, above the entrance to the Ritz Carlton. Kapalua Bay Hotel Sunday Brunch, I'm sure the Ritz has one also. Napili Kai Beach Club(on the ocean next to Kapalua)

Local food? The Hula Grill in Whaler's Village (the fish is good, tuna was fantastic), just a short drive away.
Front Street Grill and Bar is really good. Roy's is right in Kapalua.
Here is a dessert tip: go to the Ka'anapoli Beach Hotel Restaurant and order their signature dessert: I think it is called a caramel eruption (it won an award in 2002, the dessert that is), but I can tell you it was one of the best things I had while I was there, just perfect (as you can have it outside under the gorgeous Maui stars).
