Often when a puppy is a runt, human intervention is the best thing for them.
There are two items I have not seen mentioned yet. When I am trying to get a puppies strength up I will boil chicken and rice together and mix it with soaked dog food. The chicken and rice is really easy on a puppies stomach because it is so easy to digest. Don't add any salt or seasoning.
I would also pick up a tube of Nurical, you can get it at the vets. It looks like a tube of tooth paste. Most dogs love the taste of it. Measure about an inch on the end of your finger and give it to your baby once a day. You will also want to pick up a good wormer (don't get the store brand) get it from the vet. Strongid or Panaur are both good wormers. ALL puppies have worms, it is passed from the mom in the milk . They will drain a puppy of a lot of nourishment.
You will need to feed the baby several small meals instead of 2 or 3 bigger meals. I would recommend leaving food and water down at all times so he can eat and drink whenever he needs to. You will just have to watch and be sure he is eating and drinking.
It will be a long and slow process, but if you make sure he eats and drinks, gets wormed, and stays warm and dry, he will be fine.
Good luck with your new baby.

Don't feed him Purina, that's for sure. In fact, stay away from any and all foods sold at a grocery store or Wal-mart. Go to a nice petstore and pick out a high-quality food for puppies.
6 weeks is too young to be separated but if he is that much better off with you then there's nothing you can do.

Puppies should eat at least 2-3 times per day at that age to prevent hypoglycemia. As far as quantity goes it will depend on the type of food you are feeding. A premium dry puppy food is best for balanced nutrition and overall health. Here is a link to Royal Canim they make a preimum food and have a puppy guide online that you can read. http://www.royalcanin.us/puppyguide.html
Congrats!

IMHO, You should go one step further. Bring in an Animal Control officer to speak with them about the dogs. I think you tried doing it the 'polite' way, now it's time to do it the legal way. Those puppies may very well die because their owners are very ignorant. If you feel that it's safer for them not to realize it was you ask to remain anonymous. If the puppies have been 'walked' in any area visible not only to yourself but others as well then the chances of them figuring it out are slim to none. Good luck, don't give up yet.

it depends on how much smaller it is to the others you can get a nutritional supplement for it other than that some runts dont need any special treatment

if you can take it to a vet to see if there is any very spacial stuff you need but you can always use some nutrition food
