Understand what is his/her needs and... work on it!! There is two types of needs.. 1) Visible needs 2) Invisible needs. For the 1st needs e.g are like money or title of position. You can motivate this person by reasonable temptation. As for the invisible needs, I believe some of them do not look at money/title but what they as for is acknowlegement in work or work satisfaction. You may wish to communicate with him/her to understand his/her needs and work on that.

Someone is enabling the behavior. They need to be made to stand on their own two feet instead of getting a free ride.

button21 is right. lazy people almost always have a provider, and some are quite good at manipulation, you have to cut off there sources of provisions, so they learn to fend for themselves.....HA--HA!
