depends. cats chase tails too. my cat likes to play fetch with small paper wads. :) she could be doing it out of boredom, catnip, just being a kitten (is it a kitten?), or just plain being playful. try doing some interaction/play time. if your cat is chasing it's tail out of boredom, play with it more. if you notice less tail chasing after you play with it more, then it was most likely a stereotypical behavior. basically that just means, it was a way for the cat to spend it's time instead of doing nothing. there is some speculation that performing stereotypical behaviors releases narcotic-like substances (i think they are called opioid, sort of related to opium) and therefore make the animal feel good. others speculate that it is just comforting motions in the sense that it is better to do something familiar than to stand/sit still and do nothing.
but it could also be just play time, and that tail has been following your cat around all day. time to take some retaliatory action! :)

When they're in the mood, cats will chase anything. That's just what they do. One of mine is 13 years old and he'll even chase his tail sometimes. Just be happy that your cat is happy, healthy and likes to have fun!

He chases his tail because he is playing with it,.You know how cats are attracted to strings and things? Well their tail just happens to be look like that and be on their bodies. It's like a kid playing with his foot or something. It must be a kitten you are talking about, (or younger cat) they will usually outgrow it.

It's playing with it! If it worries/bothers you, distract it with pieces of string or catnip.
(As for cat behaving like dogs, my cat used to drink out of the toilet. We finally "cured" him by flushing when it was in the middle of quenching his thoat.)
