Sometimes it seems like it is and many insiders share the joke with you. However, when you consider how complicated it is to assimilate information at central points and then get people to make decisions about it, well, it seems to take too much time and too much effort. In addition, as you indicate, mistakes are made too.
If it were the case of one man looking at a radar screen and handing the raw data to an analyst and then handing the interpretation to a senior official who could weigh the pluses and minuses, then that would be bad enough. It's even more complicated than that by a power of 100: just like one's life, someone has to decide what to look at first. Sometimes that decision is the wrong one, just like what a doctor does.
The one thing I know is that the men and women in military intelligence are a dedicated crew; you don't get to be a big part of it without dedication. Most of the time, that dedication is only repaid by something like a warm feeling that you have done your part to protect your country. Sometimes you get that sick feeling because you feel you have failed. Sometimes there aren't any really good decisions to make.
Nevertheless, the sad part about the whole thing is that you don't get a chance to hear about all the things they did right. Our butts wouldn't be here today if someone didn't do that.

You are all idiots. Without military intelligence we would all still be colonists. Britain would be raping our resources still, and WWII would most likely have been lost (no Einstein to come up with the energy to mass formula). My cousins, aunts, and uncles are out there protecting YOU right now. They don't kill civilians, the terrorists do. If any US soldiers DO kill civilians on purpose and are found out they are tried for murder. Go to the middle east and eat some rats with your starving friend Osama.

the military is in many cases referred to as a huge dumb animal. hence, to think about it to own any degree of "intelligence" is oxymoronic. that is a foul funny tale truly, reminiscent of "mild infantry".
