If I am a Singapore Citizen but working in oversea, can I apply the e-passport at the Embassy in the country that I stay? or I need to go back to Singapore to apply the e-passport? how many photos do I need to prepare? in white colour background only? how long it's take to receive the e-passport?

The people who have already tried to answer your questions don't know what an E-passport is.

You need to ask your questions of the nearest Singapore Embassy. Most countries can't issue E-passports at embassies. They either give you a temporary, low-tech passport or they order the E-passport from home.

Just as an example, the US lets you apply anywhere, at any US embassy or consulate. The passport is issued in the US and then sent to the post where you applied, in less than a week.

Why not contact the embassy or look this up on the internet? I know it is not easy to get an e-passport, it helps if you are married to a European citizen.

I think you mean a Schengen visa, which allows you to travel within the EU? You'll have to be a citizen in a EU country to get a passport ... but check http://www.schengenvisa.cc/ ... you might get an idea there ....
